Born on 1 May 1942 in San Fernando, Camarines Sur to Ms. Cecilia Castelar Lagman of Albay and Fiscal Pedro Eduardo Diaz Lagman of Pampanga. Grew up in Tabaco, Albay. Brother to Ka Popoy Lagman, martyr of the working class and Bantayog Hero Atty. Hermon Lagman (desaparecido during the Martial Law Regime). Married to Ms. Ma. Cielo Burce of Tabaco, Albay and Pandan, Catanduanes, with whom he has seven (7) children, namely: Tabaco City Mayor Cielo Krisel Lagman-Luistro (former two-term Congresswoman), Ms. Larah Kristin Lagman, Quezon City Councilor Edcel Greco Lagman, Dr. Nikos Mahar Lagman, Prof. Marco Stefan Lagman, Ms. Karina Farah Lagman and Barangay Kagawad Andrei Philip Lagman of South Triangle, Quezon City.
